Administrators Update: At a recent Dept Head Meeting, it was discussed that Hartford has become Truck Capital of the world with all the construction trucks and everyday semis that go through the City. We will see this be the case for the next few months as we finish the pool, the road projects and housing development.

Water Tower Work: The County Sheriff’s Department is working on the water tower site on State as they install their new antenna for the County-Wide radio system. These new antennas will improve radio coverage for our Police and Fire Department.
Cemetery Update: The speed reduction tactics seem to be working in the Cemetery. The signs and speed bumps have slowed down traffic using this road for a pass through. If further complaints come in, we will put gates up on both ends of the cemetery to prevent all traffic in the cemetery after dark.

Hwy 60 Update…from City Engineer Jason Schall: For the week of June 20: The general contractor will begin the paving operations on Monday, June 20. They will begin by paving the southbound lane of the roadway. I believe they will be paving from north to south. They will be paving the first phase of the project from the intersection of Branch and S. Main Streets to just north of Jefferson Ave. Paving the southbound lane will take 2 to 3 days to complete. The contractor will leave a gap in the pavement at E. Lincoln Ave. for emergency vehicles and traffic to cross the roadway. The contractor will be paving the E. Loos St. intersection with special high strength concrete.
This will keep the intersection closed for 1 day. After 1 day, the contractor will ramp up to the new pavement and emergency vehicles will be able to use this intersection to cross the roadway. A letter from the general contractor was delivered to the doors of all residences and businesses along the section of roadway being paved. The letter explains the paving process and the access restrictions to properties as a result. This letter is attached to this email. While paving it will be very difficult to access the roadway. The entire width of the roadway will be utilized during the paving operation. While the southbound lane is being paved, the concrete trucks and other contractor equipment will be utilizing the northbound lane to access the site and deliver the concrete to the paving machine. As always, if an emergency situation arises along the roadway, the contractor will give emergency vehicles access to the site.
Also during the week of June 20, the contractor will continue work at the intersection of E. Monroe Ave. There is a lot of work at this intersection and it will be completed in phases in order to keep the intersection open to traffic as much as possible. Traffic patterns through the intersection will change as work progresses through each phase. Temporary asphalt has been installed in order to maintain traffic through the intersection by shifting traffic to the temporary pavement. Traffic signals have been removed at the intersection and traffic will be controlled with a four-way stop during the construction at this intersection. The contractor has installed the water main through the intersection and along E. Monroe Ave. While they wait for the water main to pass all testing, they will work on installing the storm sewer through the intersection and along E. Monroe Ave. The west leg of the intersection will be closed for the underground work. A secondary detour route will be established for this area.
A look ahead: After completing the southbound lane paving operation, plans are to begin paving the northbound lane starting the week of June 27th. Paving operations will follow the same pattern as those for the southbound lane. Once both lanes have been paved, the contractor plans to install the new sidewalk, driveways, and curb & gutter. These will be installed one side of the roadway at a time beginning with the west side. Each side could take up to 1 week to complete. As always, these schedules are subject to change depending on weather conditions.
During this time, residents will not have immediate access to driveways for up to 4 weeks. Everyone understands this is going to be a very inconvenient 4 weeks are asking for patience from everyone affected by this construction as the contractor works to complete the work as quickly and safely as possible.
Wheelock Avenue Construction For the week of June 20: The contractor will continue preparing the gravel base of the roadway. The contractor will also be working to complete the sidewalk and curb & gutter repairs. At this time actual dates for the sidewalk and curb & gutter repairs are unknown. However, the contractor has begun removing the sections to be replaced
