Hartford man, 37, arrested on alleged inappropriate communication with juvenile | By Hartford Fire Chief Burgard & Police Chief MacFarlan

March 26, 2025 – Hartford, WI – On Sunday, March 22, 2025, Hartford Fire/EMS Chief Tony Burgard received information regarding an inappropriate conversation between a City of Hartford paid on call volunteer Fire and EMS member and a juvenile who resides out-of-state.

Following the receipt of the information, Chief Burgard contacted Chief MacFarlan to investigate the allegation. Due to a conflict of interest, the information regarding the allegation was referred to the West Bend Police Department to investigate.


The West Bend Police Department immediately initiated an investigation. The investigation led to the arrest of the 37-year-old Hartford paid-on-call volunteer Fire and EMS member for Child Enticement and Possession of Child Pornography.

The West Bend Police Department remains the lead investigating agency in this case.
The paid-on-call volunteer Fire and EMS member has been placed on administrative leave.
