June 13, 2022 – Dodge County, WI – On January 13, 2022, Sgt. Joseph Nicholas (canine handler of K9 Kid) and Sgt. Krueger of the Dodge County Sheriff’s Department were sent to investigate an animal complaint at N10006 Hwy 151, Town of Trenton, in Dodge County after agents of the Department of Agriculture Trade and Consumer Protection Division of Animal Health were there investigating a tip into Frosty Fosters Animal Rescue operated by Fostina M. Uelmen.
The tip was regarding the conditions of the dogs at this location.
Through investigation by the Dodge County Sheriff’s Office, the Department of Agriculture Trade and Consumer Protection Division of Animal Health, and working with the Dodge County District Attorney’s Office, multiple misdemeanor charges of violations of WI Statute 951 Crimes Against Animals were filed against Fostina Uelmen.

Those charges include:
1. Fail to Provide Proper Food and Drink to Confined Animals
2. Intentionally or Negligently Provide Improper Indoor Animal Shelter – Ventilation
3. Improper Animal Shelter – Space
4. Intentionally Provide Improper Animal Shelter Sanitation Standards
As this case remains an open case, the sheriff’s office will not provide details of the investigation, but we will refer the media and the public to the criminal complaint, which has been filed with the courts.
