Charges pending in connection with disappearance of Village of Jackson man

September 3, 2020 – Washington Co., WI – The Washington County Sheriff’s Office has arrested a 34-year-old Town of Addison man in connection with the disappearance of a 30-year-old Village of Jackson man. Stephen Lombard was last seen by his mother leaving their residence in the Village of Jackson in the company of the 34-year-old Town of Addison man in the early evening of July 27.

The Village of Jackson Police Department led the original missing person investigation and was later assisted by the Washington County Sheriff’s Office as well as the Wisconsin Division of Criminal Investigations.

The several-month, multi-agency, investigation revealed that on the night of July 27, Lombard and the suspect were in the City of Milwaukee using illegal narcotics. It is believed that Lombard stopped breathing while inside the suspect’s vehicle. The suspect failed to seek medical attention for Lombard and he died of a probable drug overdose. The suspect drove around the City of Milwaukee for the next 13 hours with Lombard’s body in the passenger seat.

During that time, the suspect used the victim’s debit card at several different locations.  It is believed the suspect discarded Lombard’s body on July 28 in the early afternoon in the Allenton Marsh.

On August 24 a body was recovered by Washington County Sheriff’s investigators in the Allenton Marsh off CTH W, north of CTH S in the Town of Addison, Information from the suspect led authorities to that location.  The remains are believed to be Lombard but DNA analysis will be required for positive identification.  An autopsy was completed and the results are pending.

Washington County Sheriff Martin Schulteis said, “It is unconscionable to think someone would have such wanton disregard for human life to not seek medical attention for someone in need.  It shocks the conscience to think they would then drive around with the body for 13 hours while emptying the victim’s bank account and eventually discarding the body like a piece of trash. No human being deserves that lack of dignity.  I am proud of the teamwork demonstrated by the Village of Jackson Police Department, the Wisconsin Division of Criminal Investigation, and from my staff at the Washington County Sheriff’s Office.  These investigators were passionate and unrelenting in finding answers for the Lombard family.  They put in long hours and utilized a significant amount of resources to find Steven and bring justice to his family.”

The Town of Addison man faces several felony charges as a result of this investigation and is expected in Washington County Circuit Court on Friday.  He remains in custody and his identity is being withheld pending formal charges.
