Annual meeting is tonight, Monday, September 23 in West Bend School District

September 23, 2019 – West Bend, WI – The annual meeting of electors in the West Bend School District is Monday, September 23. The budget hearing begins at 6:30 p.m. in the high school auditorium and the annual meeting starts at 7 p.m.

Some of the information regarding the tax levy resolution for 2019-20 is posted below.

During the Sept. 9, 2019 board meeting finance director Andy Sarnow reviewed early findings including student enrollment for 2019-2020.

“Last week, with a year ago – a week ago, it looks like we’re actually not just down about 75 to 100 students we’re actually down possibly 200 – 240 children,” said Andy Sarnow.

School board member Nancy Justman, “Do we see the biggest decline at the elementary level, as in smaller classes or smaller numbers coming in, or where are we seeing that?”

WBSD Superintendent Don Kirkegaard, “You know for the most part it is elementary across-the-board every elementary school is down from last year. Badger is very stable there about the same, Silverbrook is down a little bit,  the high school is down as well. For this year West is a class one and East is a class two;  based on the initial projections both schools will be class two next year.
“So that number is down.  One of the key things is,  even though it might be $1.4 million eventually that dollar amount is gone.  We’re hoping sooner rather than later because we don’t want to continue to go south.  Having said that when we show look at the final numbers we have 400 students in elementary grade levels.  So if you combine all five schools together there’s 397 and kindergartners 403 in fourth grade or whatever it may be so they’re all in the 400s all of the high school classes are in the 500s and this year senior class is about 590, I believe.
So if you take four years old this is by far the largest high school that we will have going forward for many years and each year our high school numbers will drop to the point that sometime, if you look at what we currently have enrolled in elementary you’re looking at 1,600 kids east/West total as opposed to 2,200 to 2,300 East /West total.
“That’s not 100% accurate because we do pick up kids from parochial when they come into high school, I check that out and this year it’s about 50 students.
So if I look at last year‘s eighth grade class and this year’s ninth grade class it’s 50 students higher than the eighth grade class when they left and so we can assume those were parochial students coming in.  We don’t keep all of those 50 students every year so it’s not like at the end of four years we have all 200 of those students in the system we may have 100 of those students or whatever the number might be but most of them are elementary.  They leveled off so we didn’t see a decline in the elementary or kindergarten numbers but we lost a larger fourth grade class then we have kindergarten coming in.”

RESOLVED, by the Electors of West Bend Joint School District No. 1, West Bend, Wisconsin, that there be and hereby is levied on the taxable properties within the confines of the District taxes in the amount of $41,983,435 including $7,519,623 to be applied on long term debt obligations of the District, $1,536,455 to be applied to the capital projects fund, $260,000 to be applied to the Community Services Fund and the balance to be applied to the General Fund for the 2019-2020 school year in accordance with the recommendation of the School Board.

Administrator Notes: These amounts are best estimates with the information available at this time. A final levy recommendation will be brought forward for formal Board approval on Monday, October 28, 2019 with information that will become available between now and then.

I move to approve the agenda, resolutions and proposed budget to be presented at the 2017-2018 Annual meeting.

Topic and Background:

The budget that will be presented to the board, tonight, September 11, will be a preliminary budget based on enrollment, property value and State Equalization Aid allocation assumptions.  This budget will be presented to the community at the 2017-2018 Annual Meeting on September 25, 2017. The 2017-2018 budget will not be finalized until the end of October, at which point we will have the necessary numbers required to certify the final tax levy to the municipalities.  Between now and that time, the enrollment will be finalized at the end of September.  The equalized valuation of property will be finalized by the Department of revenue at the beginning of October and the allocation of State Equalization Aid will be finalized on October 15.  At the second board meeting in October, the final budget with the final mill rate and tax levy will be presented before the board for adoption.  Please note that the 2016-2017 unaudited amounts are year to date as of June 30, 2017.  The district will not close out the current year until the end of September. Final state/federal aid payments and inter-district transfers are not completed at this time.

Rationale: State statute requires school districts to hold an annual meeting no earlier than May 1 and no later October 31.  At the Annual meeting, the electorate passes a non-binding resolution to set the tax.  The electorate also has the power to establish board salaries and vote to purchase property.
