Wupdates from the Village of Jackson | By John Walther

Police Department
-The Green Bay youth who vandalized the concession/kitchen building in Jackson Park was cited for the vandalism. The total, with restitution, was over $500.
-Every three years, a representative from the Wisconsin DOJ checks to see that officers have properly logged use of the holding cell and that its policy is up-to-date. The latest audit was Thursday, and no deficiencies were found.
The recruitment to fill the police officer vacancy ended without an offer being made. The PFC will meet with Jed next week to discuss another effort. The department needed two tries to hire someone in 2014.
-The county police chiefs and the sheriff met with representatives of Human Services about issues with Acute Care Services’ response (or lack thereof), and the lack of in-patient beds for emergency detentions.
-At 3:00 a.m. Tuesday, a man overdosed on a mixture of heroin and cocaine, and started banging on doors and mailboxes in Lake Terrace. Officers Borkowski and Brinks responded, and the man was taken to St. Joseph’s by Jackson Rescue. The man had to be guarded until 10:00 a.m., when sedatives finally quieted him down and he could be admitted to the ICU. We had a similar incident with this man last spring. The man was referred to the DA for felony bail jumping.
-On July 10th at 4:30 p.m. Officers Henning and Gerke were dispatched to the Cranberry Creek private swimming pool regarding a man who appeared to be impaired and accosting youngsters. The 60-year-old Blackberry Circle man, who is well known to the police department, had a blood alcohol level of .19%, and was arrested (again) for bail jumping.
Fire Department
-There were thirteen medical and five fire calls this week, including a carbon monoxide (CO) call with a significant reading; determined to be caused by a malfunctioning oven. There was also a two vehicle car crash on CTH NN.
-This week’s officer’s meeting involved discussions on our recruit training program, the DNR grant application, development of the skid unit on our grass rig, our retention program, and medical procedures.
-We are in the final stages of planning for the old Lumber Sales building. Live fire training is scheduled for July 14th and July 31st at 6:30 p.m. The public will be notified of possible smoke in the area. This will provide effective training for our newer members and a good refresher for our veterans.
-We continue to look for households that need smoke detectors in their homes. Qualified recipients include low income, elderly, disabled, and anyone that is unable to obtain one. Please call the Jackson Fire Department if you are interested in one.
Joint Parks and Recreation
-Tuesday the 4K Site Directors held their first meeting of the 2017-18 school year. Register your children ASAP for the fall session before all the spaces are filled! The morning session is currently full with twenty students. There are ten registered for the afternoon, with only ten spots remaining.
-Thursday, summer archery began at the town hall range; Special Act Theater held its recital; and the WPRA Foundation Board met.
-The “Friends” group is meeting Wednesday, July 19th to plan for the August 19th Luau and the October 7th GloRun. Anyone is welcome to attend.
-Pig Roast Dinner tickets for the Luau are available at the JACC for only $15.00 for adults and $6.00 for kids under twelve. The dinner includes fresh roasted pork, beans, corn, coleslaw and Hawaiian rolls. Get yours today! You can also purchase sloppy joes, hot dogs, and more at the event without tickets.

Building Inspection
-Footings were poured this week at the Anvil addition on North Center Street.
Complaint investigations and follow-ups continue as well as working to catch up on plan reviews.
Public Works
-The Jackson Water Utility: Fifty-two water samples were taken this week from the water system. Community water systems are required to monitor for chemical contaminants. Periodic monitoring is required for these three chemical contaminant groups: inorganic chemicals (IOCs), synthetic organic compounds (SOCs), and volatile organic compounds (VOCs). One of the two handheld meter readers for programming radios has a cracked screen, and the other handheld has an outdated program. The demo unit was more efficient and reliable so, a new handheld unit is being purchased, plus the cracked screen on the handheld will be fixed so two units will be available. The list of candidates has been narrowed to three for the vacant Water Operator position. The hope is to have someone hired by the end of the month.
-The Street & Parks Department: The process has begun for removing Village parkway ash trees affected by the Emerald Ash Borer (EAB). The area of the Village south of STH 60 and west of the railroad tracks will be completed first. Monthly (3rd Monday of the month) summer brush chipping will be done in conjunction with the tree removal, and yard waste bags will be picked up.
-The WWTP: Sewer lateral inspections, combined with water meter changeouts, are coming to an end for the year. The post-air blower #1 is back online. The septage receiving tank #1 is being emptied and cleaned in preparation for the installation of diffusers. There are fourteen diffusers per tank.
-A meeting has been scheduled with the inspector, contractor, and the Village to discuss the punch list items for the Chateau Drive reconstruction project.
The sidewalk at the end of Marshland Drive connecting the Subdivision with the Condo development has been installed. Next week, landscaping will complete the project.
Clerk/Treasurer
-The administrative offices are in the process of reviewing their job descriptions.
-Paula participated in an insurance webinar with Employee Trust Funds (ETF).
-The new office copier has been installed.
Administrator
-The DOT held its Local Officials/Utility Coordination meeting Thursday at the Washington County Fair Park & Conference Center, to review the proposed roadway and bridge rehabilitation project for USH 45 programmed for construction in the spring of 2020. The Public Involvement Meeting was held later that day.
-The town approved the Mediated Boundary Agreement at their regular town board meeting on Thursday evening with a vote of 4-1. A joint public hearing now must be scheduled approximately forty-five days into the future (late August.)
