Hartford man facing 3 felony charges tied to alleged 1st degree child sex assault – sexual contact with person under age 13

January 27, 2024 – Hartford, Wi – A 42-year-old Hartford, Wi man has posted bond and is awaiting his next appearance in Washington County Court. Jonathan Napier made an appearance this week before Judge James Muehlbauer.  Warning: the content of this story is extremely graphic and may be upsetting in nature.

According to the criminal complaint the charges date to November 3, 2023.

Napier is facing 3 felony charges alleging, 1st Degree Child Sex Assault – Sexual Contact or Sexual Intercourse w/ Person under age of 13 and felony child enticement.

In court this week, Napier waived his preliminary hearing and has been bound over for trial.

The criminal complaint alleges Napier exposed himself to children, more than once. The complaint also alleges, “He put a bowl of candy in his pants and told the kids if they wanted more candy, they had to grab it.”

Charges listed in the criminal complaint date from January 2006 to December 2011 and January 2018 to December 2020. Some of the incidents mentioned in the criminal complaint referenced an in-home daycare.

The criminal complaint indicates, if convicted of the charges, Napier faces up to 145 years in prison and up to $100,000 in fines. Napier was released on $25,000 cash bond.

Napier has been ordered by the court to” have no contact with anyone under the age of 18 but is allowed supervised contact with own 2 children by mother or any adult. No contact with A.E. or C.S. or their residence. No contact with Walmart on Theil St. in Hartford, WI.”

Napier’s next court appearance is February 19, 2024, for an arraignment before Judge James Muehlbauer.
